Council defeats ordinance requiring kennel licenses for homes

NJ JACKSON — Jackson Council defeats kennel licensing ordinance in sole vote. Council President Mordechai Burnstein alone backed Ordinance 2026-08, which would have classified homes with five or more dogs as kennels subject to licensing; the measure failed 1-4 after resident opposition. Meanwhile, Council unanimously approved three second-reading ordinances including property acquisition at 0 Patterson Road Rear for $24,750 and modernized fire prevention code with emergency vehicle access standards for gated developments.
Three first-reading parking and fee ordinances advanced, and eight police officers were sworn in, bringing the Jackson Police Department to 120 officers, its highest staffing level in history.
